A Message from the Mayor

As Mayor of Kidwelly Town and Mynydd y Garreg for 2008-2009 I should like to welcome you to our website. An especially warm welcome to all the people near and far who have either strong links via family or to people who have visited the area in the past. We will endeavour to keep you informed of all the events and happenings in the district, both civic and other events occurring throughout the year.

The first of many being the Civic service on Sunday June 1st at St. Mary’s Church when the mayor and local dignitaries, along with members of Town Council and other organisations march through the town.

This year our annual Carnival is on Saturday 12th July 2008, from 11.00am. We are fortunate enough this year to be having the RAF Falcons dropping in on us and a fly-past by the veteran aeroplane, a Lancaster Bomber, to name but a few of the attractions on the day. Mynydd y Garreg Carnival, although a much smaller event, also is worthy of a mention It is on Saturday 2nd August 2008 opening at 1.30 pm. Please do come along, all are welcome and you are sure of a good day out.

We have so much to be proud of within the Town, the Medieval castle; the historic and beautiful St Mary’s Church on Lady Street; Kymer’s Canal, the first canal to be built in Wales; Kidwelly Quay with its wide variety of wildlife and Glan yr Afon Nature Reserve with its abundant birdlife, flora and fauna. A walk along the estuary is an inviting and invigorating walk, on either a warm summer day or a cold winter afternoon. The Industrial Museum in Mynyddygarreg is also worth a visit, to see evidence of our tin-making heritage and other worthy relics from the past. There is so much to see and do.

A Warm welcome is extended to all. We look forward to seeing you in the near future.

Fel Maer Cydweli a Mynydd y Garreg am 2008-2009, hoffwn estyn croeso i wefan ein Cyngor Tref. I holl bobl yn bell ac yn agos , ac i bawb sydd a cysylltiadau teuluol, neu ffrindiau yn y dref, neu ir bobl sydd wedi ymweld ar ardal. Byddwn yn ymdrechu ich hysbysu am holl ddigwyddiadau yr ardal, ac hefyd am ddigwyddiadau Dinesig a chynelir yn ystod y flwyddyn.

I ddechrau bydd gwasanaeth Dinesig ar ddydd Sul Mehefin 12fed, yn Eglwys y Santes Fair, pan fydd y Maer a swyddogion uchel yr ardal , yn ogystal ag aelodau’r Cyngor Tref a chymdeithasau lleol yn gorymdeithio trwy’r dref.

Eleni bydd y Carnifal ar Ddydd Sadwrn 12fed o Gorffennaf, ac yr ydym yn ddigon ffodus i gael yr ‘Raf Falcons’ a hefyd bydd ‘Lancaster Bomber’ yn hedfan heibio. Bydd yna amryw o stondinau a lluniaeth ar gael ar y cae. Bydd Carnifal Mynydd y Garreg ar Ddydd Sadwrn 2fed o Awst, Maer garnifal yn llai ei faint ond yn garnifal gymdeithasol a chyfeillgar dros ben. Cofiwch ddod i gefnogi’r ddau Garnifal a chael diwrnodau llawn hwyl a sbri!

Mae gan ein tref cymaint i ni ymfalchio ohono, Castell canoloesol, Eglwys hanesyddol, Camlas Kymer – y gamlas gyntaf a chafodd ei adeiladu yn Nghymru.. Cei Cydweli a’r amrywiaith o adar sydd iw gweld yno. Glan yr Afon yn ardal gadwraeth sydd yn fwrlwm o blanhigion ardal ac anifeiliaid gwyllt. Cerdded ar lan yr aber ar prynhawn heulog braf neu brynhawn oer yn y gaeaf i godu ysbryd. Y maer’r Amgueddfa ddiwydianol yn Mynydd y Garreg, yn lle gwerth ei weld i ddysgu am gweithfeydd tun –hon yw’r unig amgueddfa or fath yn y Deyrnas Unedig.

Felly, llawer i weld a llawer i’w wneud ! Estynnwn Groeso cynnes i pawb, a fyddwn yn edrych ymlaen ich cwrdd yn y dyfodol agos.

Council Committees


The Full Council, the Finance & General Purposes and Estates Committees meet monthly, generally on the first and second Tuesdays at 6 p.m. The Policy and Strategy Committee meets quarterly and the Establishment Committee meets as and when matters pertaining to Council employees need to be discussed.

 

Council Staff / Responsibilities

  • Town Secretaries - Mrs Lynne Mayne, Mrs Anna Padgett

  • Town Clerk: Mr Malcolm MacDonald. Responsible for the administration of the Council, providing advice and ensuring that Council business is conducted according to the relevant rules of law and procedure. Also the Financial Officer and responsible for all staff related issues.

  • Town Surveyor: Mr. Richard Roberts. Ensures the effective management of the Council's estate and buildings and advises the members on topics ranging from Estate matters to technical issues.

  • Council Groundsman: General grass cutting, maintenance of Town Cemetery, Public Rights of Way, Remembrance Garden and Council owned buildings.

  • Council Cleaner: Mrs Angharad Jones.

 

KIDWELLY TOWN COUNCIL DEVELOPMENTS

  • Council was successful in getting partial funding from the Countryside Council for Wales to establish local nature reserve at Glan yr Afon. This includes creation of additional paths, two interpretation boards identifying fauna and flora and provision of picnic tables and benches.
  • Contributed towards funding of floor covering, furniture and audio visual aids in the conference meeting rooms at the Princess Gwenllian Community Hall.
  • Provided funding for commercial dish/glass washer for Mynyddygarreg Hall. Also funded replacement of Fire Door at the Hall
  • Following the structural survey of the Town Council Offices, in line with urgent recommendations from Hyder Consultancy, some parts of the building’s electrics needed urgent updating. Also removal of a corroded fire escape from the exterior of the building.
  • Purchased transit van, which replaced the old tractor, for Council workman to transport equipment around Council’s estate.
  • In process of exploring ways of enhancing and landscaping the Town Cemetery.
  • In line with Health & Safety regulations relating to public cemeteries, Council financed specialist consultants in 2006, to test safety and stability of all memorials in the cemetery.
  • Funded landscaping of the Princess Diana memorial Garden in the Town Square. This included wrought iron arch, hanging baskets, stands and cast iron planters. All the labour for this enhancement project was carried out by Council members and two Council workers. The Council wishes to express its appreciation to members of the public who donated plants, decorative bark and a wrought iron bench.
  • In the summer of 2006, Council piloted a scheme of providing flower planters and baskets in strategic areas of the Town Centre. The planters were hired and were a resounding success in enhancing the appearance of the Town. Regrettably due to the exceptional heat and problems with the water bowser, the baskets on the lampstandards were not a success.
    This year, in view of the excessive rise in the rental of the floral planters, Council has resolved to purchase four cast iron planters, which will be planted and maintained by the Council. These will be placed in the Town Square and at the War memorial. It is hoped that additional planters can be purchased in future years.
  • Employed damproof contractor to rectify problems with damp in a wall in one area of the Library which is housed in the Council premises.
  • Financed wrought iron tree guard at the former wishing well near the CADW shop in Castle Street. Council wishes to express its appreciation to members of the public who assisted in this project in relation to donation of a Rowan tree and plants.
  • Supported the Welfare Committee with the Carnival and Festive Lighting Committee with the Christmas lighting.
  • Provided wrought iron wicket gate at the Water Street section of Castle River Walk.
  • Lopping of overgrown tree at junction of Abbey Street and Monksford Street.
  • Continues to provide financial support to Kidwelly Industrial Museum; financed insurance of Castle Floodlighting for Trade and Tourism Association and made donations to several local sporting/voluntary organizations and national charities.

In liaison with Carmarthenshire County Council the following projects are current or have been achieved:-

  • Provision of new street signage in many parts of the Town.
  • Provision of bilingual signage in the coach/car park at Glan yr Afon.
  • Working closely with Carmarthenshire County Council on further improvements to the Glan yr Afon coach/car park. Funding has now been obtained from the One Fund for landscaping of derelict slaughterhouse which is currently an eyesore. Also exploring providing CCTV coverage of this area to assist deterring vandalism.
  • Extensive road works and creation of the mini roundabout at the junction of lower Priory Street and Abbey Street has been completed.
  • Provision of additional litter bins in various areas of the Town.
  • In conjunction with the Footpaths Officer of the County Council, additional work has been undertaken to strengthen and improve the footbridge on the Castle River Walk.

Continues to Lobby Carmarthenshire County Council relating to the following:-

  • Provision of traffic calming measures in areas of Kidwelly and Mynyddygarreg which continue to be an area of major concern especially Meinciau Road, Sidings, Ferry Road, Causeway Street and Bridge Street.
  • Ongoing lobbying of County Council relating to drainage problems at Parc Stephens which is having an adverse impact on local sporting activities when the playing fields are waterlogged.
  • Ongoing concerns relating to dog fouling in public places. It is hoped that the new legislation which came into force in April 2007 will assist the County Council and Town Council in enabling greater powers to tackle this major problem and potential health hazard.
  • Improvements to pavements and street lighting in various parts of Kidwelly and Mynyddygarreg. Also road surfaces, especially Station Road near junction with Bridge Street.
  • Ongoing problems relating to illicit dumping of household waste. The Town Council is appreciative of the support received from the County Council’s Environmental Department in relation to removal of household items illegally dumped as well as abandoned vehicles.
  • Awaiting County Council’s expansion of household recycling programme in the Town which is an area of particular concern to the Town Council and local residents.
